Metaphorical or real?

 

The system that's responsible remains unchanged today.These are preventable events.The current devastation record of the oil industry has not given birth to a world standard corporation charter in order to deter any future disasters,enforce higher accountability and implement sustainable education alternatives. The important thing now is to bring the complete issue out into the open and to address it once and for all. It is important to define all the elements that are involved and associated with oil industry subjugation.

.First of all if we are ging to talk about BP here, lets first get a grasp of what BP is. There's a lot of talk about BP being a British company. Actually, the ownership and control of the company is a lot more complex. Some facts not reported in the news:

 

1. 29% of BP is owned by JP Morgan and US companies own 39% of it total

 

2. Halliburton, one of the main contractors on the rig, is considered the party responsible for failing to cap the well properly. They moved their headquarters out of the US to Dubai recently.

 

3. The former CEO from 1997 to 2009 who was ousted by a sex scandal was also Chairman of Goldman Sachs. Goldman sold a massive amount of its BP holdings in early 2010. Who really owns BP

 

Deja Vu?

 

Incredibly, a very similar oil spill of massive proportions occurred in the Gulf of Mexico in 1979. The main difference is that it occurred in just 200 feet of water. Interestingly, that spill (Ikstock, or Ixtach) went on for months, and all of the very same efforts to stop the leak that have been tried on the BP well disaster which failed were also tried and failed during the Ikstock disaster. Ultimately, only drilling 2 relief wells was able to get the Ikstock well under control. What's even more interesting is that the driller of the Ikstock well was Sedco, which later used the name Trans Ocean for offshore drilling operations. Trans Ocean, of course, was the operator of the Deepwater Horizon drilling platform. Strange coincidence, isn't it? And why didn't Sedco/Transocean, and the entire oil industry for that matter, learn something from the Ikstock disaster about the necessity of using multi-stage failsafe measures?

 

Why didn't the Department of Energy require such measures before issuing drilling permits? Many pertinent questions are left unanswered.

KP: One time, on a visit to New York, my group got to tour the main office (of oil corporation)and meet some of the higher ups, and it was during this visit that I heard them boast about the actual number and occurrences of oil shortage predictions in the United States. My memory went back to about 1972, the now infamous Arab Oil Embargo. Their memories went back to the early 1900's, with additional ones occurring about every ten years. They freely admitted that it was through the public illusion "of a finite amount of oil being present on the planet", like only a certain number of diamonds in South Africa that they could convince the public to pay a decent profit for it. Otherwise, it would be like charging for water.

You can ask the country of Indigenous and local peoples from Peru and ecuador about why the west is happy to accept them gain the least from oil extraction and their rainforest stands to lose the most. Just hours after the explosion, no less than 13 countries offered to send containment booms and oil skimmers to the site, but Obama turned them all down.Acting on the spill before things gets worse should be the fist priority.Criminal investigations into the government and BP's role in the disaster need to be launched by state authorities in Florida, Louisiana and Mississippi immediately, while local authorities also need to call emergency legislative sessions in order to take over emergency response efforts from the feds before the crisis gets much worse. - Minimal deployments to reduce the number of ships

- Preventing respirators because people getting sick if they were used gives big red flags.

If one is to contemplate and Fast forward 5 years from now, the Gulf can potentially turn into a total dead zone, along with parts of the Atlantic due to the Gulf stream that carried the crude out through the Keys of Florida.

Uninsured Peril -- loss of human protein supply from the sea not covered BP is not insured for the death of fish and other undersea creatures. Which means BP is off the hook for the destruction of a large portion of the human food supply. This damage may exceed 20 trillion dollars. What is the sea life of the two greatest oceans worth? What are one or two billion human lives worth? Had BP been insured for this peril, the insurers would have made sure all risk was being managed to the maximum before assuming the liability. The idea of insurance is for people or corporations to pool risks to which they are commonly exposed. All oil companies should have pooled their risk with insurance -- that would have given all oil companies an interest/incentive to ensure maximum safety and minimum risk.

 

Instead BP is not insured for the greatest damage it has done -- the damage to undersea marine life -- while the corporations, the government and the media only talk about the much lest lethal and devestating damage to southern costal state shores and wetlands, to seabirds etc. and to loss of income of fishermen and loss of business of ocean resorts etc. The fact that BP is not insured clearly shows 1) that regulators of insurance neglected to see that the cataclysmic peril of the extinguishing of a large percentage of undersea life was taken into account with full assumption of liability to be shared by an insurance pool.

 

Compare this situation with the liability coverage required for the operation of atomic power plants, where every peril is identified and covered and where those assuming liability have full incentive to guarantee that the risks controlled commensurate with the capacity of the insurance pool to pay damages. For the tuna under the sea, now perishing in the North Atlantic, they are not owned and therefore it was reckoned that there is no one to compensate -- since a fish is not owned until it is caught, there are no owners to compensate.Because of this ommission, which has made drilling so cheap for all offshore drilling oil companies, the human race, the consumers of fish (30 percent of the world protein diet) must incurr the loss without compensation -- compensation being impossible.

 

Once this failure of regulators -- of all levels of government -- to the benefit of the owners of the oil companies and insurance companies is realized -- it becomes necessary for the people of the planet, whose lives and livlihoods are now threatened -- over a billion deaths within two years worldwide -- to assume control from corruption, from criminal negligence in regulation and organization, from a total failure of the policies and legal structures errected by our ruling elites, our Big Finance and Big Oil dominated "governance" (a term which applies to the power beind the hollow shell of impotent and submissive national goverment -- of legislatures, courts and regulators captured by the owners of Big Oil and Big Finance (which includes Big Insurance).

IT TOOK five years, the deaths of 4,100 US soldiers, and the wounding of 30,000 more to make Iraq safe for Exxon. It is the inescapable open question since the reasons given by President Bush for the invasion and occupation did not exist, neither the weapons of mass destruction nor Saddam Hussein's ties to Al Qaeda and the Sept. 11 terrorist attacks.The New York Times reported last week that several Western oil companies, including ExxonMobil, Shell, Total, BP, and Chevron, are about to sign no-bid contracts with the Iraqi government. Western oil had a significant stake in Iraqi oil for much of the last century until the government nationalized the industry in 1972.

 

The Associated Press quoted Oppenheimer & Co. analyst Fadel Gheit as saying he believed the contracts were a first step toward production-sharing agreements. "These companies are in it for the money, not to make friends," Gheit said.This of course blows a hole in another ancient Bush fallacy, the one in which former Defense secretary Donald Rumsfeld said "the oil wells belong to the Iraqi people" and former secretary of State Colin Powell seconded him by saying Iraqi oil "will be held in trust for the Iraqi people." Former Deputy Defense secretary Paul Wolfowitz once claimed there was so much oil in Iraq that "When it comes to reconstruction, before we turn to the American taxpayer, we will turn first to the resources of the Iraqi government."No, all that is really happening is that while the American taxpayer is being turned inside out by the war, and while families bury the brave, the corporate colonialists get all the resources.

 

Halliburton, the oil services company which Vice President Dick Cheney once led, last year reported a 49 percent rise in profits, to $3.5 billion.KBR, the former Halliburton subsidiary that provides food, shelter, and laundry services to soldiers, last year reported record profits and is about to share in a new 10-year, $150 billion contract. The controversial North Carolina-based private security firm Blackwater, whose guards shot and killed 17 Iraqis in one incident last year, has crossed the billion-dollar mark in government contracts, charging, according to the Raleigh News and Observer, $1,221 a day for security guards who are actually paid $500 a day.This is despite repeated charges of waste, overcharging and recklessness, and a degree of patriotism that verges on betrayal. As many veterans were being treated amid appalling conditions at Walter Reed Army Medical Center, Halliburton CEO Dave Lesar last year moved from Texas to Dubai.

 

The Globe last March reported on how KBR has avoided paying perhaps half a billion dollars in Social Security and Medicare taxes since the start of the invasion by hiring employees through shell companies in the Cayman Islands.Now comes Big Oil itself, which is already basking in record profits. Its interest in Iraq, which has the world's third-largest oil reserves according to the federal government, is utterly transparent.

 

A decade ago, then-Chevron CEO Kenneth Derr said "I'd love Chevron to have access to" the Iraqi oil reserves. A Los Angeles Times news account just before the invasion said, "Maybe it's a coincidence, but American and British oil companies would be long-term beneficiaries of a successful military offensive . . . Industry officials say Hussein's ouster would help level the playing field . . . a bonanza for the US-dominated oil-services industry."Who will stop the bonanza or at least ensure that it is not an utter windfall for CEOs as US soldiers risk their lives keeping the peace and as Iraqis continue to struggle out of the rubble of the invasion?  Oil Royalties 


"As oil and gas companies continue to make enormous profits in a time of record-high gas prices, watchdog groups are accusing these companies of shortchanging American taxpayers out of billions of dollars in royalties for drilling rights on public property. Members of Congress are also being blamed for making sweetheart deals with Big Oil engineered to avoid the payment of royalties. 


"These oil companies along with some members of Congress have really engineered one of the greatest train robberies of all time," says California Congressman George Miller. You might not realize it, but American taxpayers own some very valuable property, some of it located in the deep waters of the Gulf of Mexico. If oil and gas companies want to drill on this territory they are required to lease it out from the U.S. government, which collects royalties from them on the taxpayers' behalf.

 

Big Money

 

It's no paltry sum. Royalties from oil and gas exploration are the government's second largest source of revenue, behind income tax. "I think the American taxpayers are losing billions of dollars," Kevin Gambrell, former director of the Federal Indian Minerals Office in Farmington, New Mexico, told NOW. Gambrell worked for seven years collecting royalties from petroleum companies working on federal and Native American lands in the Four Corners region.


 "I think oil and gas companies were always trying to figure out how not to pay royalties or to pay as little as possible," Gambrell said. He said he caught many oil and gas companies lying and cheating to avoid paying the full royalties owed. He adds that when he tried to go after a company for the royalties they owed, he received phone calls from Congressional offices leaning on him to side with industry.


The Royalty Treatment


Back in 1995, Congress passed the Deep Water Royalty Relief Act that reduced the amount of royalties oil and gas companies had to pay. At the time, when gas prices were fairly low, the move was seen by many as an incentive to get petroleum companies to drill for oil and natural gas and keep energy production inside the United States. 


Since then, a number of other royalty relief measures have been passed, such as the one included in the most recent energy bill, signed last summer, which increased the amount of oil that can be drilled without paying royalties. Royalty relief under the 1995 act could cost taxpayers up to $80 billion over the next twenty-five years, depending upon the outcome of an industry lawsuit, according to a recent draft report by the Government Accountability Office. 


This includes a mistake by the government when drawing up some of the royalty agreements, which could cost $10 billion. Who's following the money, and who's keeping it? Get ready for a crude awakening."
